PNA Rules and Constitution Version September 2010

2 ENGLAND NETBALL

All teams entering the PNA must affiliate to England Netball. The cost of affiliating varies from year to year and fees are due August/September. More information on the cost will be provided at the AGM if available.
 

3 COST OF GAMES

The cost of games changes from year to year and is advised by the Treasurer at the beginning of each season. Court fees are payable to the Treasurer at each PNA meeting either by cheque, crossed payable o PNA or by standing order or by Direct Debit. Cash is not accepted. Court fees can be paid at PNA meetings or throughput the season by bank transfer.

Court fees and other monies must be paid as soon as possible and in full 3 weeks before the end of each season; failure to do so may prevent a team from being entered in the next season at the discretion of the Executive Committee. Any fines or penalty charges must be settled within 21 days, failure to do so will result in an additional £5.00 per week charge for each week outstanding monies remain.
 

4 TIMES AND VENUES OF GAMES

All games will be an hour duration, divided into quarters. There will be a break of 2 minutes between the 1st and 3rd quarter and up to 5 minutes after the 2nd quarter.

All games will end at the designated finish time regardless of whether there is still time left to play in a game. The end of the final playing period will be signalled by a Klaxon or a long loud double whistle blast. The umpire will then sound their whistle to signal immediately the end of their particular game. The start and finish times are as follows:-

Early Game 18:30 – 19:40

Late Game 19:55 – 21:05
 

5 KIT

 

5.01 MATCHING COLOURS

All teams must play in registered matching kit colours (skirt, bib, T-shirt, sweatshirts, leggings/tracksuit etc). For the avoidance of doubt all players of a team must be wearing the same coloured tops whilst on court. Failure to do so will result in umpires reporting the violation of this rule. Punishment for non-compliance of the kit rule is as follows

1st offence verbal warning

2nd offence 1 point deducted

Further offences 1 point deducted on each occasion
 

5.02 BALL

Each team must provide a ball as per England Netball rules.
 

6 RULES

The PNA expects all teams and umpires to abide by the rules laid down in the ‘Constitution’ (Section 12). All teams and umpires must possess an England Netball rulebook and abide by the rules laid down within it. The Umpiring Secretary will advise teams of any changes to these rules. At certain times PNA Executive Committee may introduce their own byelaws; teams will be advised of any changes at a PNA meeting or newsletter, whichever is the most expedient.
 

7 TOURNAMENTS

A number of tournaments are arranged during the seasons; these will be notified by the Tournament Secretary who will issue entry forms to all teams affiliated to the PNA.
 

8 COACHING COURSES

PNA endeavours to arrange coaching courses, primarily for new teams, throughout the summer months. The PNA will also try to arrange coaching courses for more experienced coaches to enable them to become more proficient.
 
Coaching courses are also arranged through the Hampshire Netball Association.
 

9 UMPIRING COURSES

 

9.01 C AWARD

It is the intention of the PNA to train umpires to ‘C’ award standard and to encourage new umpires.
 

9.02 B AWARD

‘C’ award umpires will be encouraged and sponsored by PNA to attend courses, with a view to taking the umpiring ‘B’ award qualification.
 

9.03 OTHER COURSES

Umpiring courses are also arranged through Hampshire Netball Association.
 

10 CONTACT LIST

A contact list will be issued to every team joining the PNA, which will list all other teams in the league. The contact list will provide details of the Team Captain and their contact telephone number. This is particularly useful when needing an umpire or when cancelling a game. A list of active umpires and their grading will be issued to all teams at the start of each season.
 

11 CANCELLING GAMES

 

11.01 CANCELLATION CONTACTS

If for some reason, and as a last resort, a team must cancel a game the following people must be informed:-

League Secretary.

Umpiring Secretary.

Opposition Team Contact.

Scheduled Umpires.
 

11.02 CANCELLATION COSTS

The team Cancelling the game will be liable for the full court fees.
 

11.03 WALKOVER

The League Secretary will award a 30 goal walkover to the opposing team.
 

11.04 REPORTING PROCEDURES

11.4.1 Teams that do not follow the correct reporting procedures for cancelling a game will be fined £10 on the first occasion, £15 on the second occasion and £20 on the third occasion.
 
11.4.2 Teams that cancel games on three occasions will automatically be suspended from the league and all results of their previous matches will be disregarded.

12 CONSTITUTION

 

12.01 TITLE OF ASSOCIATION

The Association shall be known as the ‘Portsmouth Netball Association’ (hereinafter referred to as PNA), and each member of the PNA shall be affiliated to England Netball.
 

12.02 MEMBERSHIP

12.2.1 All players and umpires are to be registered with PNA and affiliated to England Netball.
 
12.2.2 Clubs are eligible to enter the PNA, subject to the discretion of the Executive Committee.
 
12.2.3 No team/club or member in debt to the PNA shall be admitted until that debt is cleared.
 
12.2.4 The registration fee is to be determined each year at the Annual General Meeting (AGM).
 
12.2.5 England Netball affiliations are to be notified every year at the AGM.
 

12.03 DISSOLUTION OF THE PNA

In the event of the Dissolution of the PNA, the funds remaining will equally be split between all current PNA registered teams that have been playing in the PNA for 3 years for more.
 

12.04 PNA INDEMNITY

Any honorary officer and any member of the Executive Committee shall be indemnified by the PNA against all costs and losses which she/he may incur or sustain in relation to the execution of duties of her/his office or by reason of any duty performed for or with the authority of the Executive Committee.
 

12.05 GOVERNING BODY

The PNA shall be governed by a body comprising of a Chairperson, Vice-Chairperson, General Secretary, League Secretary, Treasurer, Tournament Secretary, Umpiring Secretary, Registration Secretary, Coaching Secretary, Web and England Netball Support Role, Hampshire Netball Association Representative and Sports Council Representative. The Officers may co-op members to the Committee as matters dictate.
 

12.06 PAYMENT AN HONORARIUM/GENERAL EXPENSE TO PNA COMMITTEE MEMBERS

A seasonal Honorarium/General Expenses payment of £500 to be divided between the Committee Members who carry out Administrative tasks. The Honorarium/General Expenses payment is in appreciation of the voluntary work carried out by the Committee on behalf of all PNA players.
 

12.07 DISCIPLINARY PROCEDURES

Unsportsmanlike behaviour includes but is not limited to swearing, verbal/racial/physical abuse, sexual harassment and/or threatening behaviour, dissent to umpires.

An independent Disciplinary Committee will be convened to discuss reported unsportsmanlike behaviour on, and/or around, the netball court by players, and/or spectators, towards other participants and/or Committee members.
 
12.7.1 Reporting Unsportsmanlike Behaviour. Reports of incidents can be made via e-mail or letter to the Chairperson. Reports must include full details of the incident, and if possible, be substantiated by witnesses. All reported incidents will be investigated and discussed by the PNA Executive Committee.
 
12.7.2 Consequences of Unsportsmanlike Behaviour. The first instance of proven unsportsmanlike behaviour will result in a written warning. A second proven instance will result in appearing before the Disciplinary Committee. Composition of a Disciplinary Committee – The Disciplinary Committee will include members from the PNA Executive Committee and two independent members from the PNA League.
 

12.08 AUDITING OF ACCOUNTS

The PNA Income and Expenditure accounts are audited annually by an independent Auditor. The Auditor, who shall be appointed annually by the PNA Executive Committee, must have knowledge of accountancy and must neither be a member of the PNA nor be related to any member of the PNA
 

12.09 REGISTRATION

Players may be registered up to the start of the game in which they intend to play provided they are not registered for another team. You must complete a registration form, which must be signed either by a Committee member or the umpire prior to the start of the game. The registration form must be posted in the score box following the game in which the new player has participated.
 

12.091 REGISTRATION OF PLAYERS FOR RESCHEDULED MATCHES

12.9.1 Teams are not allowed to register new players for games that have been rescheduled to take place after the main league end date.
 
12.9.2 Where a club has more than 1 team in the league, in exception to rule 12.10.3, players cannot swap between club teams for rescheduled matches that occur after the main league end date.
 
12.9.3 The penalty for playing incorrect players in rescheduled matches is the same as for playing an unregistered player (12.10.5).
 

12.1 TRANSFERS

12.10.1 Outside Seasons. Players are free to transfer between seasons. A new and fully completed registration sheet is all that is required.
 
12.10.2 During Season. Players can transfer between teams in the same (or higher) division but not to a lower division. A letter is required from the Captain of the current team releasing the player; a new registration form is required from the new team. Transfers cannot be done verbally; it must be in writing to the Registration Secretary, dated, signed and received at least 24 hours before the player is due to play for the new team. Captains are not obliged to release players and can object to the transfer.
 
12.10.3 Squads. Clubs that have entered more than 1 team in the PNA league must adhere to the following rules:-

12.10.3.1. Players must be nominated to a specific team prior to the start of the season. A list of the team members for each team must be sent to the Registration Secretary, League Secretary, Umpiring Secretary and the Chairperson.

12.10.3.2 Players may play for 1 or more of the squad teams in a higher division than the team they are registered with on 2 occasions in total. On the 3rd occasions the player may not return to the team in the lower divisions.

12.10.3.3 In exception to 12.10.3.2 above, players are prohibited from playing for a squad team if the player is already listed as playing for a squad team in the same division.

12.10.3.4 Players are not allowed to play for another squad team and their own team on the same night.

12.10.3.5 The team who contravenes the squad rules (e.g. allowing the player to play twice on one night) will lose the relevant game by default as if they had cancelled the game under clause 11.3
 
12.10.4 Illegal Players. Teams may not field players that are registered for another team/club in the same league. Any team/club contravening this rule will lose the relevant game by default as if they had cancelled the game under clause 11.3. If these rules are not complied with, players are playing illegally and fines will be imposed.
 
12.10.5 Penalties for playing unregistered players. A team playing any unregistered players will be fined as follows:-

1st offence £10.00 fine, 5 points deducted.

2nd offence £10.00 fine, 5 points deducted.

3rd offence £10.00 fine, 5 points deducted.

Any further offences will be Referred to Committee.

The Committee decision on incurred penalties relating to sections 12.9 and 12.10 will be final.
 

12.11 MEETINGS

12.11.1 Annual General Meeting. The Annual General meeting will be held in July of each year and will commence at 19:00.
 
12.11.2 General Meetings. General Meetings will be held in March to prepare for the Summer season and August/early September to prepare for the Winter season. The Executive Committee will meet on a bi-monthly basis, the dates of which will be published on the website.

The Executive Committee will discuss league matter, finances, hear appeals, answer letters and queries and deal with any other netball matters arising.

Any other necessary meetings will be as per 12.11.5 and these can be called by team Captains or the Executive committee.
 
12.11.3 Attendance. Clubs must have at least 1 representative at all such meetings. Failure to attend 1 meeting or AGM will result in a deduction of 5 points for each team. In extenuating circumstances, the Executive Committee may decide to waive the penalty. The Executive Committee decision on the penalty will be final. Should a club fail to attend a further meeting during the year, the Executive Committee will consider whether this club will be suspended from the league.
 
12.11.4 League Suspension. The suspension of a club from the league will mean that all results in respect of matches played will be disregarded.
 
12.11.5 Unscheduled Meetings. A standing Committee comprising the Chairperson, Vice-Chairperson, General Secretary and other Officers as appropriate, plus 1 representative from each division/league, may convene between Scheduled meetings to resolve any urgent problems.
 
12.11.6 Meeting Quorum. A quorum will comprise of 25% of the total clubs in the league.
 
12.11.7 Voting. Voting at meetings shall be as follows:-

AGM 2 votes per affiliated club provided 2 or more members are present.

Pre Season meeting 1 vote per affiliated individual/registered participant provided 1 or more members are present.
 

12.12 SCORING

12.12.1 Scores will be awarded on a points basis: 5 points for a win, 3 points for a draw, 1 point for the losing team scoring 50% or more of the winning team's score.
 
12.12.2 In the event of 2 or more teams sharing the same number of points on completion of the league table, goal difference will be the deciding factor. If 2 teams in promotion or relegation position have the same goal difference, a deciding match will be played by arrangement with the Governing body. Promotions and Relegations will be made at the discretion of the Executive Committee.
 

12.13 FIXTURES

12.13.1 A club considering withdrawing from the league must in the first instance contact the Chairperson or the Vice-Chairperson.
 
12.13.2 If the withdrawal proceeds then the team should notify the League Secretary, in writing, giving due notice or they will be held liable for any court fees for the remaining games. The goodwill deposit will automatically be forfeited.
 
12.13.3 An Administration charge will be levied on teams that withdraw from the league. The charge will be at the discretion of the Executive Committee, dependant on the costs incurred.
 

12.14 WEATHER

12.14.1 Committee members will make all inclement weather cancellations by 16:15. All teams and umpires should telephone the PNA information Telephone Number (0751 196 5260) to get notification of whether the matches have been cancelled or will be played as scheduled.
 
12.14.2 All matches must be played on the fixed date, unless previously advised by a Committee member. Postponed fixtures will be re-arranged at the discretion of the League Secretary.
 
12.14.3 Unless notification of postponement has been provided under 12.14.1 all teams and umpires must present themselves, in all weathers, to play. Umpires are authorised to take a vote if the courts are deemed dangerous to continue to or begin play. All teams must abide by this vote.
 
12.14.4 If the weather deteriorates during the game and an abandonment decision is required it must be taken by all umpires. All teams must abide by the vote.
 
12.14.5 If any game is abandoned after the start of the third quarter for any reason e.g. an injury where the player cannot be removed from the court or an umpire is injured/taken ill or for deteriorating weather conditions, the score at the time of abandonment will stand.
 
12.14.6 Games abandoned in the first two quarters due to injury or weather will be re-arranged at the discretion of the League Secretary. However in the event that a team cannot field 5 or more players during the game then the opposing team will be awarded a walkover as detailed in clause 11.3.
 
12.14.7 Games abandoned in the first two quarters due to an Umpire sustaining injury or illness will be rearranged at the discretion of the League Secretary.
 

12.15 PUNCTUALITY

12.15.1 Umpires and Captains are responsible for the punctual start of the games. Games must start on time if both teams can field 5 players and if both Umpires are in attendance.
 
12.15.2 Teams failing to present themselves ready to play within 5 minutes will be considered to have defaulted and the opposing team will be awarded 5 points and a 30 goal walkover providing that team is on court and waiting to play. Umpires are to note this on the score cards and all members of the team present are to sign.
 
12.15.3 Umpires failing to be in position ready to umpire within 5 minutes of the start of the game (including umpiring duties such as checking nails, jewellery and condition of courts) will be fined £10 and the cost of the court fees.

Teams are to note late arrival on their score sheet and the other umpire should make a note on their umpire sheet.

The teams may agree by mutual consent that the game can go ahead at the reduced time available; if they do the court fees will not be waived.
 
12.15.4 All matches are to be played under the current rules of England Netball and the PNA bye laws.
 

12.16 UMPIRES & SCORERS

12.16.1 Teams must provide an umpire who is capable of interpreting the rules and affiliated to England Netball. If a game is cancelled for any reason, the teams involved still have to provide an umpire for the opposite match. If an umpire is not provided the offending team is liable for the cost of the court fees, be fined as follows:

1st offence £10.00 fine, 5 points deducted.

2nd offence £10.00 fine, 5 points deducted.

The second offence will be referred to the Executive Committee and this may result in suspension from the league.

Umpires must also be supplied for re-arranged matches.
 
12.16.2 All PNA divisions must provide a capable Scorer. If the scorer’s team game is cancelled for any reason, the teams involved still have to provide a scorer for the opposite match. If a scorer is not provided the offending team will be fined £5.00.

This penalty is for the first instance, the Executive Committee will discuss any further instances and suitable action will be taken. Scorers must also be supplied for re-arranged matches.
 
12.16.3. If for some reason, and as a last resort, a team must cancel due to not supplying an umpire, the following people must be informed:-

League Secretary.

Umpiring Secretary.

Both team contacts.

The opposing umpire.
 

12.17 MATCH RESULTS SHEET

The practice for match results sheets will be advised by the League Secretary, Umpiring Secretary and Registration Secretary at the start of each season. Each section need to be fully completed e.g. team name, date of game and division etc.

Match result sheets incorrectly completed are subjected to a 1 point deduction.
 

12.18 JEWELLERY & NAILS

No items of jewellery to be worn with the exception of taped wedding rings. Fingernails must be kept short and smooth and will be checked prior to starting the game.
 

12.19 GLOVES & HATS

12.19.1 Gloves may not be worn unless medical evidence is submitted to the Umpiring Secretary seasonly. In this case the gloves must be of suitable soft material.
 
12.19.2 No peaked hats e.g. baseball caps, to be worn.
 

12.2 LIABILITIES

12.20.1 The Association accepts no responsibility for any losses sustained at any fixtures arranged by the Association.
 
12.20.2 The Association accepts no responsibility or liability for any accident caused before, during or after, or as a result of any occurrence at any other fixtures arranged by them.
 

12.21 PREGNANCY

The PNA follow the guidelines laid down by England Netball. Players must stop playing once they are 12 weeks pregnant. Umpires can only umpire until they are 16 weeks. For any player/umpire found not abiding by this rule their team will be fined £20.00.
